Aquatics Specialist


Under the supervision of the Assistant Aquatics Director, the Aquatics Specialist is primarily responsible for the administration of aquatics programming (including, but not limited to, competitive swimming programs, health and safety training, aquatic fitness programs, and advanced certifications for aquatics professionals); managing full- and part-time Aquatics staff; and maintaining the highest standards of safety with regards to all programming, facilities, and equipment.           

  • Current certification and authorization as an American Red Cross Water Safety Instructor and American Red Cross Lifeguarding Instructor are required.
  • Current certification in American Red Cross Lifeguarding is required
    • In the event that Lifeguarding certification can not be completed or renewed due to physical limitations, this requirement may be fulfilled by with certification in one of the following (in order of preference):
      • American Red Cross Shallow Water Lifeguard
      • American Red Cross Safety Training for Swim Team Coaches
      • American Red Cross Basic Water Rescue
  • Current Certification in American Red Cross CPR/AED for the Professional Rescuer is required.
  • Current certification in American Red Cross First Aid is required.
  • Current licensure from Baltimore City as a Certified Pool Operator is required.
  • In addition to the above certification requirements, the following management skills are required:
    • Demonstrated ability to train staff and maintain in-service training programs;
    • Demonstrated ability to work effectively with groups served by JCC Aquatics programs, including children, the elderly, and people with chronic physical/mental/emotional disabilities.
    • Strong interpersonal leadership, motivation, and teaching skills.
    • Ability to work in a fast-paced, high-pressure environment.
    • Demonstrated ability to develop and market training and educational programs
Essential Duties and Responsibilities
  • Schedule lifeguards for Pool, including special events, camps, and any other uses of the pool and its immediate area.
  • Supervise part-time aquatics staff.
  • Develop the Emergency Action Plan, and ensure that staff are properly trained and drilled in its execution.
  • In accordance with the laws of the State of Maryland, Baltimore County, and/or Baltimore City, ensure that routine pool maintenance and sanitation/disinfection is conducted properly.
  • Monitor expenses and revenue to ensure compliance with the approved departmental budget.
  • Assist in the development of new aquatics programs.
  • In accordance with written policies, work with Human Resources to recruit, hire, and train part-time staff.
  • Provide back-up management coverage at other JCC Aquatics facilities as needed, in the event of illness, emergency, or necessary modification to normal programming.
  • Under the supervision of the Assistant Director of Aquatics, develop and administer a maintenance and service plan and all related equipment, including the purchase of supplies and equipment.
  • Participate in departmental and agency training, staff meetings, supervisory conferences, committees and special events as assigned.
  • Ensures proper handling of all paperwork and forms; including:
    • Submission of course records to certifying agencies in a timely manner, and maintain an electronic backup of all such documentation.
    • Submission of all registration documentation to the appropriate office for payment processing and data entry.
    • Submission of class/course information for inclusion in marketing materials and for purposes of establishing registration
    • Daily logs of chemical testing, sanitation, and information about systems maintenance in accordance with Maryland State law.
  • Enforce agency policies and procedures.
  • In the event of an emergency elsewhere within the agency, react in accordance with published Emergency procedures.
  • Perform duties as a lifeguard or instructor as needed.
  • Other duties as assigned by the Aquatics Director or that person’s supervisors.
Work Environment

The work environment for lifeguards is usually hot and humid. Air quality within indoor pools may be reduced to to increased levels of chloramines and ammonia compounds produced from the disinfection of pool water.

Physical Demands

As an instructor, this person must be able to see and hold an image of a student’s performance of a stroke in memory in order to provide feedback and correction.  Instructors must have the physical flexibility required to demonstrate and perform all six of the basic swimming strokes; and must also be able to tread water and float on front and back. This person must be able to see in bright light.  (This person must provide their own equipment, i.e. sunglasses, for dealing with glare and bright light conditions.) Specific vision abilities required by this job include close vision, distance vision, peripheral vision, depth perception, and the ability to adjust focus.

Instructors and lifeguards are expected to be attired appropriately for entering the water as part of their responsibilities. This person will be expected to enter the water as needed to perform maintenance and other functions, and should be able to return to their duties for an extended period, even in wet clothing.
